Who the fuck is Billie Brown in Mafia II ?

I'm pretty sure it's an easter egg, i did my little research and found out something that approaches that :

They say there that she was a homeless person who defeated New York City's efforts to force her into a psychiatric treatment program.

It may explain why there's so much activity in front of her door, including police trying to force her door.
