Lame..these guys give Taekwondo a bad name....call me crazy...but they might want to try to keep their hands up to..oh I don't know...BLOCK! And the guy in blue seemed to have a lack of self control and sportsmanship by kicking when the other guy was down and pushing during the match.

You're not the only one that thought that, although it wasn't at all meant that way.
From Blue's standpoint Red was still on his feet when the kick was initiated. The kick didn't actually connect because otherwise Red would have been displaced so Blue stopped the kick after he realized he was on the ground.
IMO In a black belt sparring match someone that is off balance is an opportunity to fire a kick and score points, but someone that fires a kick after they hit the ground is just disgraceful
