PVC roofing membranes are inherently fire resistant. Polyvinyl chloride (vinyl or PVC) is a naturally fire retardant polymer a distinction between it and all other plastics. PVC membranes contain additional fire retardants, making them slow to catch or spread fire and self-extinguishing when the source of heat or flame is removed.
This is a good test demostration of the PVC FR properties.

The PVC material goes out as soon as the flame is removed. The bad part is the TPO dropping down into the attic space....which could easily happen around a roof penetration.
