Yes, I removed the skewer so that it sits better on the ground but you can leave it on.

I ride a mt bike. The other day, was off to the side of the bike path to change a flat on the front wheel. I was doing it with regular tire irons. This big black dude on a road bike pulls up to make sure I have what I need. He sees me with the irons and says, wait, and pulls out this speed lever. In a couple seconds flat, he had the tire off the wheel. He watched me put a new tube in and then used the speed lever to re-insert the tire into the wheel. I was sold right then and there.
