Incapable to provide the necessary public services.
Government institutions are loyal to a party that represents minority population
Government bureaucracy is assigned by race and political loyalty rather than education, knowledge and experience.
Human and democratic rights are threatened by the barrel of the gun.
Lose of control of its physical territory. Etc.
