It runs on Windows. Mac users have iPhoto, and for those who want a more advanced tool that's also free, check out Gimp at gimp(dot)org
Gimp is very powerful, is free, and available for Mac, Windows and Linux.

What is a root directory?

The "root" directory is the main, or bottom, directory of a website. Think of the directory structure as if it were a tree, growing from a single root. For example, youtube{dot}com is the root directory for YouTube, and they have subdirectories, such as youtube{dot}com{slash}categories.
YouTube has placed their favicon in their root directory. You can actually see it by pointing your browser to youtube{dot}com{slash}favicon{dot}ico.
