You need to get the "Special" Action Skill to use the Hi Ougi of a character. Special costs 30 elemental stones (which element depends on the character).

Dude......the amount of Shouou Jineizan.....shes beast....but isnt his weakness was water? Cuz I remember he took a crapload of damage with water...but then again, we're facing an Unknown boss so Innes's heavy and slow damage wouldnt do as much...
