Maybe the best way is to contact with Japanese Embassy officer to help you to look for family. It should be possible.

Unfortunately, Japan does not give out personal information easily, thus you may never find the family of the original owner. The original Japanese soldier's name is written on the flag, and since his grandfather picked it up in battle, the soldier must have died and is thus enshrined at Yasukuni. I went to Yasukuni but they dont give out personal names unless it is your own ancestor. I have a Japanese officer's hat from guadalcanal and an iwo jima flag I wanted to research, but yasukuni said no

I think it would be rather difficult for him to return the flag to the families because his grandfather may have killed somebody whose name is on the flag. I know that the relatives would want it returned to them of course, but were I in his situation I would have a sense awkwardness at returning it.
As for giving it to Yasukuni jinja to conserve I am a little less enthused with that idea to be honest.

OMG. Please keep that flag in good condition or send that to Yasukuni Shrine in Tokyo. They will keep it in the musium. There are names and some messages.
