The Ministry of Commerce for the central government of China has a pretty good website offering a lot of information. The commercial division for the consulate general of the People's Republic of China in Los Angeles is pretty helpful too. Their website is http://losangeles.china-consulate.org/eng and if you're in the Los Angeles area you can visit them and ask questions. If you are not in the Los Angeles area you can go to the "contact us" link. They have phone numbers there and also email addresses. So you can email their departments depending on your questions.
