and the joke, right. ok, so, some forms of comedy include deliberately saying something incorrect, or absurd, like when many people would call George W Bush a dictator. He was clearly the President. If you must know, I have a few Canadian friends and I am very aware of their governmental system. See, now the joke is ruined when I have to explain it. Good job.
