i think it is rude to not say your welcome only if it is expected because rudeness is subjective, if someone says "oh its ok" is it not just saying they dont need to acknowledged they are thanked or welcomed?

i dunno, if its expected then yeah its rude not to thank them, if their in a hurry... not so much lol
