Is it ok to put new tar paper ontop of the old when changing a shingle roof?

Yes I do it every day. Just make sure you do not cover any bad plywood. Remove shingles leave felt or remove it no matter . Thanks for asking

excellent video , just give an advice watch for the "j" channel trim on 3:11 sec water travel on this and dumps the water under soffith, for some reason siding installers don't pay attencion on this and blame roofers, what I do is cut a gap 1" wide 12" from both ends and apply caulk on the very end of trim ,doing this simple cut allowed water to drain from "j channel.
