two bits is actually 25 cents. dollar coins, especially spanish gold, was often cut into eighths in order to pay for things that cost less than a single coin. this is where the phrase 'pieces of eight' comes from.
when applied to US currency, a bit is not actually available as a unit of money to spend. however, two bits, 1/4 of a dollar, is easily identified as a quarter.
