People do it a lot, and a lot of them use the H- harness that goes over the chest. (looks worse). If I ever have kids, I will never put them on a harness, but I'm sure that this family is afraid of their daughter running and getting lost although they want to give her a bit of freedom out of her stroller. Stop hating on them, they're not the first to do it and not the last. Yes, I agree on your opinion that it looks kind of wrong and I am personally against this, but saftey comes first I guess..
