Wow, this article is laced with bad information. Goldfish are coldwater, stunting is cruel and selfish, fish bowls are disgusting and harm fish. They also left out the fact that a properly cared for goldfish lives 25 - 40 years.

I once had a very cruel fantail goldfish that would attack the comets but he never killed them we named him Tim though he did mature and stop attacking the others

Well done for glossing over stunting /: If you want your fish's insides to continue to grow while it's outsides don't, resulting in a painful, slow death, go ahead and pop 'em in a tiny tank. They'll stay small. And die. In pain.

Yes 15 gallons is big enough for a goldfish.
If your up for it, I'd get 1, see how it goes for a week or so, and get 1 more to go with it.
In my experience, they enjoy the company of the other goldfish.
Also watch you algea eaters closely.
They have a bad tendency of getting older and liking the slime coat on your goldfish and killing them.
Comet goldfish are the most common and cheap for that matter. They are also most messy.
