With the president of the United States arriving two days early there's approximately $2 million per day in extra policing costs for Mr Bush's early arrival,on top of the 330 million it cost to stage ,this pre-election staged rage [dangerous fears of children[not even allowed to vote nor speak]

Mr Howard apologised to the people of Sydney for the inconvenience - including a 3 million dollar rented fence around the CBD and traffic-stopping motorcades for all leaders , thousands of cops- but stressed it wasn't the fault of either the federal or NSW government, or even Mr Bush.

"It's the fault of the violent demonstrators," he said keeping to his mantra that blames all evil on others yet all good to him.

"I just say to the people of Sydney, I'm sorry about the inconvenience but it's not the fault of anybody other than those who want to practice violence amongst the ranks of the demonstrators."

Just days from the start of Asia Pacific Economic Cooperation summit, Mr Howard outlined his priorities when the 21 leaders gather on the weekend of September 8 and 9.

Climate change will be the flagship issue of the summit and Mr Howard wants APEC leaders to agree to ''aspirational'' targets to cut aspire to cut [but never actually commit to cut greenhouse gas emissions and ways to 'aspire' to achieve their goals.

"I would like to see APEC leaders agree for the first time that a new international agreement should include an agreed ''aspiration'' to aspire to reduce the long-term aspirational goal for reducing greenhouse gas emissions," Mr Howard said.

"I hope APEC leaders can also agree on some practical measures that complement such an aspirational goal."

But he stressed any targets would be "aspirational" and assured developing nations, such as China and Indonesia, that the developed world was not trying to deprive them of opportunities for growth.

He sees APEC as a crucial forerunner to a United Nations climate change meeting in Bali in December.

"The key task in Sydney is to give political aspirational direction to the shape of a future framework for climate change that is truly global," Mr Howard said.

However, Opposition Leader Kevin Rudd believes any targets need to be concrete to make them meaningful.

"(There) must be an agreement on the need for concrete targets for global greenhouse gas emission reductions," Mr Rudd said.

"Put simply, if APEC can't get its act together on one of the biggest challenges of our day in climate change, then it has no future."
