Obama's Global Poverty Act, Benevolance or Power Seeking?

In a major disconnect of United States issues; Barrack Obama and other far left legislators, throw in a Republican,( for some arms trading, possibly), have written the Global Poverty Act. A major Taxation program sending major dollars to Africa and to Central and South America. Not more than $854 Billion dollars over 12 years,though.
This bill has not passed the senate yet.
In a time of military war, the foreclosure disaster, homelessness, rising fuel and food costs,
I sense a disconect, dare I say another AGENDA?, running.
Email your senators and tell them to oppose S. 2433 and why for you it make sense or NO SENSE.
