Not necessarily its much more grey than that. Ashur is good in that he is trying to rebuild civilization, but first he needs labor. They dont actually have a "cure", but he plans on using it for the betterment of everyone.

there arent really any bad guys, as their are no "right" or "wrong" decisions in this DLC.
