Yes it does, this is a great application for this arm.

The most important question is can you rotate the monitor 90 degrees? If not, you can't shift from horizontal to vertical (landscape to portrait). VERY important for many people looking for monitor mounts.

Yes, you can very easily rotate the monitor from landscape to portrait and back, with no buttons or knobs.

Yes it does rotate a complete 360 degrees, but you do need to consider the wires.
