I read from History Books that Tibetan monks have actively involved in China's affairs during Mongol's & Manchu's rules.
So It naturally has to be part of China as a whole. It is called give & take action.

His Holiness the 14th Dalai Lama has a long-held position that he wants autonomy for Tibet, and not independence. This is called the Middle Way Approach. You can read about it here
