@divaexpatriate We had a lesson with Oscar on one of our visits to B.A and he talked about that. He doesn't say stand with your weight on your heels. He means the transition as you walk backwards. Let the toe of your front foot come up, and let the heel stay in contact with the floor as you come off the front foot. It's one idea. Some women dance with their heels up more or less all the time. That's another idea. Oscar explains why he likes his idea. Everybody has their reasons!
Oscar really is a fabulous teacher. I've used some of these techniques and they help our dancing to become immediately better. What a difference! This is tango demystified.

I'm really confused about the weight on the heels part. I thought weight was supposed to be on ball most of the time??
