The Topper was made in Italy.
Harley Davidson had put their name on foreign made machines in 2 eras.
The post war scooter era and the AMF era.
Sears and Roebucks had the "Allstate" line and Cushman the Eagle.
All were low cost solutions to transportation issues.
here in 2011 one can buy a Korean made car for a bit more than the cost of anything American or European made.
But, look at the cost of a Vespa, add from 50% up in price and you will have what a topper would cost if produced in the USA.

Nice! Now, what Harley-Davidson needs to do is RESURECT the Topper scooter! How great it would be to have an AMERICAN-made scooter to compete with the likes of Honda, Yamaha and Kymco. Hey Harley, BRING BACK THE TOPPER! (I'll buy one!)
