It's all in the dynamics; building atmospheres, and then inserting well placed interludes, dropping back down, keeping the energy where you want it for the purposes of the song.

Everytime I discover anything by Thomas Bangalter or Guy-Manuel de Homem-Christo, it immediantly finds it's way onto my ipod. I don't know a lot about electro/house music but these guys are incredible.
