You're right. In order for higher security clearances (positions such as Rangers, Scouts, Spec Force, Airborne, etc.), you need to be a citizen. Positions with lower security clearance, you don't need to be a U.S. citizen. I have a friend who is not a U.S. citizen and is in the U.S. Marines. It's all about whether they trust you with their secrets.
apart from security clearance issues, a Marine who is a foreign national is treated the same as a Marine who is a US citizen. Same housing, same pay, same benefits. For some, it is a way to become a US citizen, for others it is a way to learn a trade, earn money for college, etc.
I've met Marines who were not US citizens and those I've met were every bit as patriotic and proud of being a United States Marine as those who were born and raised here.
