Because he isn't really alive, hes a puppet and has amazing puppetiers working on him. Any Fullmoon fan wouldn't give a crap about that.. this isnt Star Wars sequal.

this movie takes place in 1940? I think, and Torch only came along in puppet master 2 which is set in the 90's
