The 4th plinth in Trafalgar Square has been filled with a piece of sculpture made of glass. It is colourful and angular. Perhaps they threw away the piece of sculpture and kept the packaging. It is made of glass and was made by Thomas Schutte who didnt realise that mayor Ken Livingstone had a 'down' on pigeons and regularly sends in a hawk to frighten them away. The fashioned glass sculpture cost £270,000. It will remain in place for around 18 months. According to "The Guardian" Arts correspondent Charlotte Higgins "Schutte, who was born in Oldenburg, Germany, is the first overseas artist to be invited to create a sculpture for the plinth".
Even if there are no pigeons it makes a 'good' bird hotel! Looking at the video the light from the passing traffic hits it and appears to make the thing sparkle. hmm.

i have found most of the plinth occupiers exceptionally tedious.
