yea thats a bleve and you can prevent that... on regular normal size rural residential tanks you would normally have two firefighter with two hoselines, split the tank with your eye and stick to one side cooling the tank untill it runs out of fuel, or step by step get closer widening your spray patter to a full fog and reach the shut off valve

Seems like you almost can't fight this type of fire prior to explosion: just get everyone the hell out of the area for blocks around. Once the thing blew, it seems to engulf about 4 commercial blocks. If the vid continued, I'm sure it would have shown multiple secondary fires.
Incredibly dangerous situation.
