This looks like a Ger-Tereg-18 mtr, cheapo.
And it's by way not the biggest, in Harhorin there is the Erdene-Zuu-restaurant, 22 mtrs across, and the biggest ger I know of is in UB, Altan Saign Khan Restaurant, 25 mtr across. Check it yourself with Google-Earth!
