Considering the sequal is supposed to take place years after the first movie (since Max was 14 in that movie, and he's 18 in this one), I'm guessing Roxanne's relationship with Max didn't work out so they broke up. As for Goofy and Max hating each other again, something possibly happened between the years. Still, these direct-to-video sequals make it seem like the first thing never even happened....
