    Gary has never claimed he's there to help anyone. He has a record for limiting the govt, so he wouldn't be one of those type. I think Gary is more of a pragmatist.

    I think the point is that incompetent or evil government may at some point be worse than having no government at all, but wise, competent government is better than having no government at all.
