How they do it?
It sound like an underground torturing technic- what is it - is this is like CIA/KGB UNDER GROUND TORTURING? - Or just a "Voice to skull" tragedy underneath-What is it? is some people hiding somewhere that no one can reach them-Is this is FEMA?

There is a toilet with a black seat that does this at Keavy Elementary which is the old elementary school I went to in Keavy,Ky. It is a little bit louder though.
