Well, the movie shows how corrupt democracies break down, that's the lesson...He becomes a noble and virtuous dictator, after being "Gabrielized," whereas he was previously a corrupt politician on the take. So it is up to a virtuous people to maintain their freedom. It was "the people" that went to the speakeasies and made the gangsters rich.
