I don't get how it should be possible to increase the frame rate of the video by setting it from 15fps to 30fps. It's like the resolution of a picture. You cannot get it higher by scaling it up.

Actually, while this video recommends resampling the frame rate, it's not necessary. If you can, try converting a few videos before and after to see if it makes a difference.
