It had to be after, on the lovers on the run tape, they played a different clip of this same scene where Luke told Laura that there was unfinished business between them and then he kissed Laura and she yells something like Im going home to my husband and I never want to see you again and Luke slams his hands on the desk. At the rape Luke told Laura how he really felt about her so I would assume this was after being that he kissed her and tried to seduce her again at this point.
