This was the last episode of Cool McCool Show entitled "The College of Crooks"
Cool's investigation leads him to Benedict Arnold College, where he is trapped by all five of his arch enemies.

Cool McCool, a humorous James Bond-like trenchcoated spy-private eye, who fought villains very closely based on Batman's foes: Jack-in-the-Box (Joker), the Owl (Penguin), Dr. Madcap (Mad Hatter). Created by Bob Kane (the creator of Batman) and Al Brodax.

This would make a great college level film study. Live action characters. The props and costumes would add up. cgi effect would be necessary for the ejection chair at the end.
