My lovebird does this every time I put new paper in her cage. She does a high pitched chirp like "yay, more paper to shred!" It's a nesting thing.

Easy way to sex lovebirds, give them a piece of paper, the make will make confetti and the female will make "feathers", She will tuck them into her feathers and try to tote them to a nest box and build a nest. If the female birds (hens) are too young they won't make the" feathers", just a mess.
