It doesn't seek out targets.. It's not precision munition. Its sensors only detect irregularities relative to the CDU inputted elevation (ground level). If and difference is noted, it does not detonate and instead, it maintains its form until actual impact with the irregularity, in this case, the vehicles distorting ground elevation.
I think, he flied too low, maybe he was scared by instructor to don't miss this CCRP drop, but nearly reached altitude below HOF. SO this is no WCMD version :)

Future Weapons is just hyperbolic cheerleading. It's sort of like the Sesame Street of weapons technology. Remember the Javelin episode where he tried to tell us that the missile was fired without a warhead? That's because he knew all the pre-teens watching the show would be disappointed by the thin hole in the armor.
@HortonofDOOM Without having all the data, I believe a majority of the rounds miss. This was a reason for temporarily freezing the project in the 90s, and they had to fire tons of SADARMs during the Gulf War to achieve results. The attraction of the weapon isn't that it's efficient so much that it's risk-free. No need to loiter in a vulnerable Warthog or Apache when you can just lob something in the general direction of the enemy.

@HortonofDOOM Surgical precision? I saw mostly misses. If they wanted surgical precision, they would use a guided missile, not a cluster bomb. It compromises on accuracy to bring other benefits.
