@whoknowsyoubetter Awesome man, glad to help. Really liked Chungking Express when I watched it, a little too long, but still a great film. If you haven't watch In The Mood for Love (another Wong Kar Wai film,) I highly recommend it. No doubt you'll love it!

@whoknowsyoubetter I know you've probably found the film by now, but I think the film you're describing kind of sounds like Wong Kar Wai's "Chungking Express". So, that's my guess. Hope that helped anyway.

@kingtubenino I briefly watched Tampopo on youtube and unfortunately no cigar.

The movie i'm referring to seemed to be released more recently, more like 1999 or so.

And the said food bar is is seen only from the outside, and only the front counter is shown. The police officer kind of resembles Ryo Ishibashi in terms of overall look.
