Having Avtovaz workers make toys is a terrible idea. This was probably proposed as toy production requires little investment (ie, tooling and equipment), but would keep a lot of people busy.
Avtovaz would be far better to consider making agricultural equipment as the ag market is still okay ... and Russia imports a lot of this machinery. Production of oil field and construction equipment should also be considered.
Ramp up domestic production of products that will actually build your economy.
