wow, after beating twilight princess and now watching the part at the end there, it reminded me how beautiful/amazing this game is.

You buy it at Malo Mart in Clock Town Square after Malo sets up shop there, which is after you toss the Hot Spring Water on the Goron on the bridge in Hyrule Field. It cost 598 Rupees but it's worth it in dungeons, where there are plenty of chests full of Red Rupees and such. Stick it on for boss battles or mini-bosses and you don't take damage. But, as you can see, it slowly sucks away your rupees and it takes more rupees when you get hit.
