You almost there, just need some more work:
Replace the handlebar with a cog, move handlebar close to the seat. Then, connect the cog and the handlebar with a chain system.
There you go a limo ride.

Yes, its really well-built, and I tried to ride it without hands. Once :)
You can ride it by sitting on the tube, close to the handlebar, but than you cant pedal. Two persons can ride it -one pedalling, one steering- it works, but not too confy..
