It made more sense in the book, because V was manipulating multiple players within the state, messing with their fears, lusts, and obsessions, so that they played into his hands.

It's been a while since I read it, but apart from the people at his internment camp, I don't think V kills a single member of the party. They all kill each-other.

V never kills anyone. I love V
