Financing is a very important dimension of negotiations in Cancun. This is due to the Principle of Common but Differentiated Responsibilities: Rich countries have contributed the most to climate change, while developing countries are its first victims. It's a question of justice, and what is needed is solidarity between rich and poor countries.
Two decisions were made in Copenhagen, on long term financing and so-called fast track financing for 2010, 2011 and 2012. We already know that most of this fast track money will be taken from development aid. The discussion in Cancun is on where the long term funding will come from: new and additional public aid, or diverted from current aid budgets?
The bad news so far from Cancun is that this debate is not moving ahead.
