If I was a Korean parent, I would use that threat with my kid. "Be good or get your sorry behind chucked into North Korea where some North Korean family will find you, shoot you in the face, and eat you for dinner". XD

Very true. Korean cops have virtually no authority over civilians.
The change has to come from legislators and the media.
Unfortuantely I have to agree with you that things won't change any time soon in Korea.
