The procedure in the Netherlands is still always to Hit them from behind. This is published bij the NTvG (Dutch magazine for medicals). We noticed that Heimlich dont advised to hit from behind. But there is a chance that you help the victim to relief the object.

@Appleboy05 We still hit people on the back like that in The Netherlands. And what you were seeing in the end wasn't CPR, it was a continuation of Heimlich I believe.

from what i learned in cpr and first aid training class u certainly dont hit ppl like that on their back it can get worse ..and idk but from what ive learn u dont do cpr in that position it should be from the side
