I have seen similar devices in edible oil shops in Karachi. They are pretty common their. The one in this video is a little bigger than those i have seen in oil shops. Plus the one in the video can also be machine operated.

it's looks like little twist from a meat grinder turned into the pump...I've seen same thing with also hand crank & with electric drill with cord back in 70's in Japan.
