yes they are called shunt reactor,and the current being open circuited here is only small. the shunt reactors,as mentioned,correct the cosine lag/lead of amps/volts

Nothing mysterious is happening here.. You will note the box on the right of the photo when the camera pans out. Behind the truck.. Its got 3 cones on top where the wires connect.. That unit is a reactor coil.. These are commonly used to make power factor corrections on large regional power grids.... Most likely in the 500 KV range.. Depending on the time of the day and load on the power grid these reactor coils and associated capacitors are switched in and out for power factor correction

This looks like an isolator maybe opening small inductive current, this device is not designed to disconnect a live circuit or interrupt fault currents. A cuircuit breaker would be installed in the system which has an arc extinguising system like air blast or SF6 or oil breaker
