It's really "Blackwater Side" arranged by Bert Jansch. Page changed the timing and tuning but it is pretty much Jansch's vision of the traditional Irish song.

The mandolin is in the same family as the violin. In fact, if you pick a song on a violin, it will sound more or less the same as if you were picking it on a mandolin. Generally speaking, it has the same tuning as a violin (GDAE).
