In Japan he's called Balrog, I believe. M. Bison is Vega. Balrog is M. Bison. Confusing, I know. The boxer was originally going to be named Mike Bison, but Capcom feared a lawsuit from Mike Tyson. Wikipedia.

@NesterTheTester and vega is balrog xD so i hes the guy called "Mike" in SF1 is Mike Bison the boxer AKA balrog here, wich is also that black guy being punched out by "cody" from "final fight" in the intro of SF2 x)

Balrog (Boxer) is M. Bison in Japan. The evil dictator (M. Bison in the US) is called Vega over there.
