Go look at the other videos from this time period. TWC was knocked off the air the night before by a burst water pipe, so they were using an auxiliary studio.

The night before, there was no feed at all. This was the hastily put together broadcast the day after.

@redoctober90 Someone said that they had a power surge too.

@Weatherman436 According to one of my friends at TWCToday, the LDL was showing an observation that was from earlier that night. So it wasn't updating. The whole issue was caused when a pipe burst at TWC HQ in Atlanta.
